Greenville seeks to expand wellness with an additional staff nurse By Ben Szobody STAFF WRITER October Print this page E mail this article Share Del.icio.us Facebook Digg Reddit Newsvine City Council will consider spending for an additional staff nurse tonight two weeks after some council members criticized the proposal as a poor use of money given the tight economic times. The council got nowhere deadlocking in a vote two weeks ago with one council member absent. The issue comes back tonight with City Manager Jim Bourey advancing additional arguments for the new medical position. Bourey said today in a weekly media briefing that the city has negotiated a much reduced increase in this year s health insurance price tag saving the city and that part of the agreement with Blue Cross Blue Shield was that the city would expand its wellness program. The agreement wasn t explicit and didn t specifically call for a new nurse Bourey said but added that the city s existing nurse is already overworked and that it would take a new staff member to expand the wellness program. Councilwoman Diane Smock told GreenvilleOnline.com today that there are many ways to do a wellness program that could be less costly and should be examined. She said she welcomes the city savings on insurance costs but that given the tight economy state funding cuts and the uncertainty over next year s city budget it doesn t make sense to add a new staff position. She also referenced a recent dispute with city retirees who are upset over the cuts in their retirement health care benefits and suggested that the city could explore restoring some of those benefits with their newfound savings. Smock said the current city nurse does a fabulous job and needs support but that she had hoped for a council workshop to more thoroughly explore the issue. All three council Democrats voted against the proposal two weeks ago with all three Republicans present voting for it. Republican David Sudduth was absent. A city memo provided to council members this week says the city budgeted for an percent increase in health insurance this year and that Blue Cross Blue Shield agreed instead to a . percent increase. Smock said she s troubled that the city is telegraphing the insurance cost it s capable of paying noting that the contract is year to year. Council members have suggested contracting for the nurse instead which Bourey said today could violate IRS guidelines that prohibit cities from contracting for a permanent full time position that they could instead hire in house. Bourey said a contract would also be more expensive and the city s efforts to contract with a part time nurse in the past haven t worked out well because he said the person frequently wasn t available when the city needed the help. Smock said she doesn t buy Bourey s arguments and that she d like to see the city explore contracting with an outside firm for the entire wellness program as one possible option. The city s wellness program would include health assessments a move to encourage employees to remedy their problems and fitness programs Bourey said. GreenvilleOnline.com is developing this story.
